The General Agreement on Trade in Services (“GATS”) mandates WTO member governments to progressively liberalize trade in services through successive rounds of negotiations. Negotiations under the Doha Round to liberalize market conditions for trade in services are being conducted mainly through a “request-offer” procedure. Offers are circulated to all members as a WTO document. At the conclusion of the negotiations, final offers would become legally binding commitments specifying the conditions under which trade in services is granted. As of end of June 2008, 71 initial offers and 31 revised offers have been submitted by WTO members.
